Featured Keynote: “The Civil Rights of Health: A New Approach to Structural Discrimination” with Angela P. Harris (2019-20 ABF William H. Neukom Fellows Research Chair in Diversity and Law; Professor Emerita, UC Davis School of Law)
An emerging literature on “social determinants of health” reveals that subordination is a major driver of public health disparities. This research facilitates a powerful new alliance between public health and civil rights advocates to promote the “civil rights of health.” Understanding health intervention as a matter of justice and civil rights could strengthen public health advocacy. And understanding social injustice as a health issue as well as a moral issue could reinvigorate civil rights advocacy. Professor Harris’ research shows that a “civil rights of health” initiative, built on a “health justice” framework, can help educate policymakers and the public and reduce or eliminate unjust health disparities.
