Since it was enacted in 2001, the USA Patriot Act has been criticized for eroding civil liberties. This panel discussion will explore specific features of the Act and place the law into a broader context of other violations of the rule of law in the “war on terror.” Tracing the Act from September 2001 to the present, Richard Abel, Baher Azmy, and Jothie Rajah will discuss ways in which governmental legitimacy has been further undermined in recent years, including the experience of and response to the pandemic.
