Arthur D. Hellman, Pennsylvania Life Fellow and Professor of Law Emeritus at the University of Pittsburgh School of Law testified as an invited witness at a hearing of the Subcommittee on Courts, Intellectual Property, and the Internet of the House Judiciary Committee on “Examining the Use of ‘Snap’ Removals to Circumvent the Forum Defendant Rule.” The Chairman of the Subcommittee later introduced legislation based on the proposal that Professor Hellman put forth in his testimony at the hearing. Professor Hellman has achieved a national reputation as a scholar of the federal courts, and has also influenced the development of the law in three separate areas: the jurisdiction of the federal courts, the regulation of ethics in the federal judiciary, and the structure of the federal appellate system.
